It can be 10Hz and not hurting anyone or 10000Hz that will destroy many brains.
Iphone screens, despite a good PWM reputation, are among the worst. Reasons why Apple, Samsung and Google don't do anything in regards of PWM are truly nasty. Someone has to start talking about this
