Use decent file manager app, not that default Xiaomi's crap.

Well for example only one browser Opera allow me to choose the folder to save file, every other just dumps files in download folder.

Firefox lets you download anywhere you want, just toggle "External download manager" in its Settings (all the way down, under "Advanced"). Then get any decent download manager with extensive usability and select it next time you download something from Firefox.
