Likely buried in the fine print of whatever ULA for each game, the Switch itself or Nintendo Online is Nintendo's ownership(s).
The idea of being able to play Switch games on other devices appears to be interesting enough to attract people to code for the effort. The owner of the game cartridges would need to modify their switch to be able to extract the information and once extracted might then possibly be able to 'loose' one device (the Switch) while out and about as they could then play the games on another device (like their Cell phone or tablet).
Frankly I don't think there are enough 'interesting Switch Only' titles to be worth the effort. Add in the fact that VERY FEW of the 'target audience' (Switch owners) would ether possess the skills to modify their hardware OR even if they were able to, actually modify their OWN devices.
IMHO: the overwhelming majority would simply 'google' game ROM's on the net while justifying it (or not!) that they own (or COULD own!) a physical ROM and could/might of modified their own Switch to harvest the game anyway.
