Not sure exactly what boards you were looking at and the prices you listed seem cherry picked.

In Germany, 6900 XT can be found with decent coolers even at 760€ for the TUF and at 800+€ for plenty of other cards while the 3090 starts at 1200 for any decent models (including TUF) and goes up to 1300€ and above at which point it makes little sense since the 3090 Ti starts at 1300€.
Not even getting into power consumption differences which depending on the use case can also impact GPU budget, especially nowadays.

Making it a price difference of about 40-65% which often becomes worse when comparing cards with similar board and cooler designs.
