Hardly anyone plays with proper hdr at 1000 nits. Hdr 400 and 600 is a waste of time and isn't hdr.
The vast majority of people who but the 4080 and 4070 will play at low resolution. Anything less than 4k is low resolution.
So why buy these cards?

If playing at 4k ultra then a 3090 is more than enough.
If playing at anything below 4k then the 3080 is more than enough.
The 40 series is totally unnecessary. This is especially so as just about every pc gamer plays at low resolution.

Yep I agree, I guess I am part of the 3% and play 4k@120 (Med settings) on my 3070 for the past few years
(you need at least 3070 HDMI 2.1 to get 4k@120)
When the 4090 is released 4k@120hz is still the maximum FPS you can get
(so it is the new bottleneck)
My next major upgrade will be 4k@240 (will have to wait a few more years) although I will do a minor upgrade if I can get a cheap 3090/4070
The 4090 would be more than powerful enough to do 4k@240, but the HDMI 2.1 cable (bottleneck) is limited to 4k@120
