nothing wrong with the 4800u. 16 threads are too much for the 15w package. 4800u is faster than 4700u but it also consumes more.
lets say 1200 cinebench r15 points is the ceiling for the 15w tdp.
we have the best binned chips in 4800u, with 1200 points and 20w consumption under this load,
next we have 4700 with 1000 points and 20w consumption, but if we unlock these extra threads it would be 1200 point with 25w, and 25 is too much to mark it as "u".
next, 4600u 6/12, the better binned with one or two broken or slow cores so we disable them.
4500u is the same to 4600u as 4700u to 4800u, requires higher voltage for the frequencies thus less efficient.
4300 u is a cheap garbage with broken cpu cores and gpu cores. pretty competitive against skylakes still :)

lets not forget that 1000+ cinebench r15 multi cpus are a real monsters, just a year ago 700 points was wow, high end, shut up and take my money, all these kind of things. (talking about "u" segment)
but, manufacturers and also people think amd is cheap. so if you are a manufacturer, will you pay extra 50usd to amd for 4800u instead of 4700u? the answer is yes if you will be able to sell it for an extra 100usd.
i think 4800u is just not very profitable because of amd machines are not very premium and people still have no idea what to pay for.
