The REAL question is if ANY of the ports are able to source 140W or if the value is simply a COMBINED output of ALL the ports if used all at once?

While there are MANY devices on the market that CLAIM "140W" however the vast majority of them (and almost ALL USBC cables) are unable to actually provide anywhere near that output.

Buyer beware.
