Forgetting for the moment that GPU cards get their additional power requirements DIRECTLY from the power supply via the multiple 2x3 or 2x4 connectors on the card - this "feature" is fairly to completely useless.

'fan headers and RGB header take 132W and 36W'

If you need 132W for you fans (which is on average like 26 RGB 120mm fans) and also 36W for your RGB, something might be wrong with you 😂 Actually even half that is crazy... Just put your pc below your desk, it will be quieter and you don't have to care about RGB :D
