Wide performance differences between the Mobile and desktop GeForce RTX 4090 show how power constrained gaming laptops have become

Fraud with TDP limits concerns not only video cards, but also processors.

Please note that only NVidia forced all manufacturers to specify the TDP limit in the specifications in desktop cards and laptops. AMD, on the other hand, pretends that there is no problem, just as Intel does not force laptop manufacturers to explicitly indicate PL1/PL2 limits in the specifications for each profile for laptop models, because Intel loses as much as possible from this, because. their processors lag far behind the AMD/NVidia chips that are made at the TSMC/Samsung factory in terms of technical processes.

If Intel and AMD pretend they don't care about this TDP scam in laptops, it's time to pass legislation in all countries, unless the politicians of course are bought by these companies and they have brains (probably not).

I would also oblige all laptop manufacturers to publish the measured noise level in each selected power profile at a distance of 50-60cm from the laptop screen. With a cores load up to 25%, 50%, 75%, 100%. Separately for the processor and in total when the processor and video card (igpu and dgpu separately) are working.

So that consumers can easily choose a laptop by noise level without any reviews. All this must also be done by law, forcing manufacturers to do this by force of law.

You are on to something but the information crucial for me would still be missing: 25% CPU 100% GPU for every power / fan profile combination.
