In that 1,999 $ price range I could get a 3070 ti or 3080-3080 ti laptop for less.

No the 4060 has lower power usage but the 3070Ti is around 10% faster in most tests.
I mean we can watch YouTube and use Google to search for benchmarks, and I'll trust my eyes over an rando internet commenter anyday.
