A question about laptop cooling systems

Hello everyone. Tell me, I want to understand for myself if I understand correctly the quality of the cooling system in laptops.

I couldn't find the exact data, but Google suggested that the maximum temperature was 97C.

And if you look at the temperature graph of the laptop, it turns out that the cooling system is quite normal, since under load it gives out:

Maximum: 47.7 ° C = 118 F

But if the graph would have something like 70C - 90C under load, then this is no longer suitable for the CPU / GPU?

As a result, it turns out that in order to determine whether the cooling system is good, you need to find out:
What is the maximum temperature for a particular processor and video card, and then just watch the reviews where the temperature test results are indicated.

Or have I misunderstood everything?
