OnePlus has announced the roll-out of OxygenOS 11 Open Beta 2 for the OnePlus 7 and 7T series. This advance preview of the latest software for these flagships is the one that introduces Always-on ambient displays, albeit only for their Pro variants. It might also improve the behavior of features such as dynamic wallpapers and automatic brightness.

The directions and download link are located in the OnePlus forums. You have to had purchased your device from OnePlus. If you got it from T-Mobile you cannot install prereleased updates. This is a Beta and it's very buggy. I updated to the Beta 1 and could not answer phone calls. It's also very hard on battery consumption. I'd wait until the full update is available. Some people have lost all their files during the update. It's not stable.
