Depends what they will announce. It could be compute cards only and general overview of Ampere. Then all will depend what features 3000 will have over 2000. It will have some extra raster performance, but if you have 1080p laptop with RTX 2070 then if the game at that resolution is like 30FPS AVG and 20 FPS low then you need like +50% be sure it's smooth. Doubt you get so much improvement to make a difference. High refresh rate gaming could be bit different, or 4K but that's likely 2080+ cards if at all.
Then we have DXR. If it's get a noticeable boost a.k.a. won't hammer FPS that much then for some cases it could be that value element, especially if like you want to play Cyberpunk 2077 or Minecraft with lots of DXR.
They could also improve things like DLSS but would be kind of odd if it would be Ampere only. Would have to be a real breakthrough in terms of value - like actually giving +50% or more FPS using lower resolutions on a wider range of games.
And if 3000 will be good 2000 will get discounts... because who would buy RTX 2070 laptop after announcement, right?
