Although the original (one plus open) charges at 67w in the states, the exact same device charges at 80w in Europe. It's just a matter of a different grid in relation to the hardware. I do greatly suspect that using a power bank anywhere would relegate it to its native 80w. It's nice that the follow-up seems to imply 80w wherever. :)
