You miss labeled it in the body you called the non v-cache a 5950 instead of a 9950.I currently have the 7950x3-D and I'm not at home but I'm pretty sure CPU-Z says the same thing about mine, it reads the max multiplier which in my case is 57. I can't be sure but I know the cache ccd clocks to 5200 easy, but the non cache one hits 5700.
