Toyota has sold more than 20 million 'electrified' vehicles so far and its and plug-in hybrids turn out to be greener than pure EVs for a number of reasons. The Prius Prime, for instance, can cover 44 miles on battery power alone.

The fact that Toyota is ranking so highly on that list regardless of drivetrain makes it more seem like an ad for Toyota. Looking at the detail, they don't actually look at vehicle manufacturing emissions and go off average. Unless you pay to have your factories certified. Then they go off the certifications.

Thus, the rank doesn't actually look at who emits less, but who happens to have the most certificates. Of course being certified likely means you are less emitting, but there is no such guarantee.
