It's not less efficient than the 4090. At the same 450W power it still is about 5-7% stronger. It's just weak progress. 5080 however is more efficient IIRC

AMD's upcoming Radeon RX 9070 XT and RX 9070 cards have been named in some perturbing price-related leaks. While the sources could be either placeholder guesses or simply inaccurate, there are concerns that unattractive pricing from AMD for the RX 9070 XT and RX 9070 would leave the cards "dead on arrival".
