Android (AOSP) is open source.  Who says Huawei doesn't have access to AOSP.  Android is so garbage, Huawei must install it as a VM over HarmonyOS NEXT to facilitate users to switch over.

So now because huawei doesn't have access to Android, then in your logic, Android is garbage, what a pathetic comment. If huawei doesn't have the same needed apps that can run on their claimed harmonos next, then there is no need to buy any of the Huawei products running such Os.

That will be an Android VM on top of native Harmony OS (aka HarmonyOS NEXT).  No doubt Android is garbage and Huawei wants to get rid of it ASAP.  Users can run Android apps via the included Android VM or just use pure HarmonyOS NEXT apps for faster/native code execution.

A new leak has emerged online suggesting that the Huawei Mate 70 series will feature dual OS options. This will allow global users to run Android apps on the Mate 70 series, which otherwise would not be possible on HarmonyOS NEXT.
