Neat idea! It seems to not only be meant to cool the underside but also force air through the laptop cooling vents. This way it will "help" the internal cooling fans instead of making sure the underside does not get hot. And it will likely generate more static pressure than internal cooling fans. But it will also push dust into crevices that would otherwise not get clogged because internal fans do not get air through them.
