Popups, pop overs and slide down / in / up / anything should be banned from web design and development. I blame the EU for those stupid cookie notices, everyone and their grandma has know clue what a cookie is (unless you're in IT) and honestly no one cares that a website knows it's you. It's a needed part of browser sessions anyways.

Damn you EU. So pointless.
