Use cases you mentioned are important for 1 in 1000 users. Almost no one cares about rooting phone or pretending that you comfortably play emulated game designed for pad/keyboard with on-screen controls.
More important is that Exynos 2xxx is significantly worse than Snapdragon and Mediatek SoCs used in high end devices. Slower, less energy efficient and heating a lot faster. Using Exynos on European market is insult for customers, especially as they are even afraid to put their own terrible chips on their home ground in South Korea.
Exynos actually is awfull. I have the 2200 in my S22 and it has such awful stuttering during gaming. The metrics and fps might be close to snapdragon but the actuall experience is bad.
Exynos isn't too bad per se, but a) no GPU drivers for emulation b) no proper GPU support if you install linux on your phone, proot or chroot. Same with Dimensity.
Samsung's Q2 2024 performance report confirms it is working on the Exynos 2500 and even calls it by name. An X leaker says the company has overcome the chip's initial yield issues and that it will debut without any problems.
