Am no expert, but wouldn't it easier to start with cpu first instead of cpu? If you build a fast cpu, you really don't need to worry about compatibility as long as it meets the isa spec. But for gpu even if you meet the graphic api spec, many games just won't run well because they were just optimized for specific pipelines and drivers in mind. Which I believe why intel is struggling so much atm despite the hardware being not that bad?
The lower efficiency is related to Samsung's manufacturing process being worse than TSMC's. The key to improving efficiency is for Samsung to improve its manufacturing process, RDNA3 is already better than all competitors.
