The lower efficiency is related to Samsung's manufacturing process being worse than TSMC's. The key to improving efficiency is for Samsung to improve its manufacturing process, RDNA3 is already better than all competitors.

In any case, it would still have AMD IP, Samsung isn't exactly a GPU specialist and would have to ask AMD for a hand, so it would be mutually beneficial.
