That f/3.0 part is definitely a language barrier error, as even the camera glass itself says f/1.63-f/2.5, with the lower end reffering to the 5x periscope.

The 3.2x is also not going to be at f/3.0 either, since it would be a massive downgrade over the current f/1.8 lens.
