Noita is all of that - but without AI elements. Unique and awesome "game".

Wish games rather inculcated this 'AI' thing, as it would serve as a source of non-repetitive gaming and also a source of revenue for the game developers....imagine an instant where a developers updates a game to instruct the 'AI' to create new quests or so for a fee,or the non-playable characters (NPC) acting rather intelligently in a game...

Valve announced this week that it will allow games that use AI-generated content, either pre-generated or live-generated, on Steam. However, there are a handful of requirements and policies by which developers must abide.
