it's 100% fake, Nintendo will never charge money to transfer games and data from 1 console to the next, they will not move away from the switch name because that would mean they would have to rename Nintendo switch online, not to mention Nintendo attempted to do vr using labo and that massively failed and Nintendo stopped putting vr support in games, so they are not going to focus on vr, nor are they adding vr support to games on the next Nintendo console, not to mention that f-zero is not getting a new game ever again because there's nothing new they can do to innovate the series, i highly doubt a new mario kart game will be a launch title, Nintendo is not going to have any pack-in game for the next console, ARMS 2 i can see happening and Nintendo only having 1 new arms game per new Nintendo console
