Seems more of a junkyard management issue than a Tesla issue.
If it's a 20+ hours of work to remove the battery with use of specialized equipment and trained personnel then no one will bother. I'm guessing those structural batteries will make it even harder.
On a side-note: rebuilding a flooded ICE car is technically doable. An electric - even if you throw away the battery. You might end up with a fire down the road because some other high voltage component shorted out.
