Because update frequency is 90 days and from April to mid June is less than 90 days.

The situation isn't very good nor convincing for any android manufacturers to release phones with android 13. If anyone notices, there's almost none android phone is yet to be released with android 13. Why? Because there's a fundamental changes on its kernel that made any manufacturers aren't prepared yet. It's the GKI, generic kernel image. If you own phones that were shipped with a12, or older, they could be possible and fast to upgrade to a13 since GKI isn't imposed yet for them. But for any phones that's released start with a13, GKI is a must, thus hindering them to quickly release phone with a13.
