I am testing the system right now in cloudy conditions. It's been 24 hrs & I got 24%.
Most of the emergencies are caused by bad weather. So unless you are in a sunny state Florida or Arizona, the solar panels will not recharge the battery in a timely manner.
The battery is just a bandaid.
