But they always create a good AiO to compete against Huawei Mateview or HP and increase ARM market share.

They dont because contrary to whatever crap Apple says, Mac is a niche in the computer world, and iMacs are not their most sold product.

Same applies to all-in-one Windows computers. Most of them are just laptops behind a huge screen and end up having a lot of compromises. They are slowly getting replaced by mini PCs (this is why there's a Mac Studio, but not an iMac 27 with M1).
All in Ones solved issues that existed like a decade ago (big towers and big CRTs in most places), but thats a non issue nowadays. They also offered touch options at the time, but with tablets, thats also redundant.

IT departments dont want to deal trying to repair one and surely no one wants to throw away a full computer when its time to upgrade.

why samsung is not starts to create a good alternative to iMac? They have a wonderful monitor, elegant and with big screen like M7&M8, they starts to copy S95 design with mini holes and add only a good  Mediatek or Qualcomm processor and create a good cheaper alternative to iMac.

Apple may start equipping its standalone monitors with OLED panels, too, after it has shifted MacBooks and iPads to the iPhone's screen technology. The next Apple Studio Display all-in-ones may opt for a 27-inch Samsung-made Quantum Dot OLED panel.
