RCS isn't an answer to iMessage, it's the upgrade to the SMS standard. Has nothing to do with a specific OS or company. But yes, Apple is as usual refusing to adopt a standard in order to gatekeep their customers.
RCS is not Google's or Android's answer, it's a telecommunications standard that Apple refuses to implement in iMessage. It still works in any other iOS app that implements it.
And actually it has almost nothing to do with Android OS itself, but more with connectivity modules that Android phones usually have. It's easy to break it on any device, any time, regardless of the OS. Mine is broken on Android 12, for example.
It is Apple that sells a couple of app updates as a complete revolutionary OS upgrade, so that's why you're misunderstanding what's going on. But no harm really, just edit your text, we don't expect much from this site anymore...
