No. It's different. Very very different.
Firstly intel never increased the mainstream core count untill Ryzen became a threat.
Years of quad-core milking....
As for amd, they increased core in Bulldozer architecture. They weren't even competitive.
They had to release Zen with 8 cores because they couldn't just reduce the core counts from compared to previous flagships.

Apple has no need to do any of this. They could just be lazy like intel. M1 chip is that much better with the optimized OS. And they have a huge cult following them even if they don't offer anything better.
Offering more cores for the same imac or mac mini for which they only provided M1 which also powers the ipad would make them look bad. So they need to offer something better at least in the specsheet.
Unlike the intel macbooks that heat up a lot, m1 pro/max macbooks are something I'd definitely prefer over an iMac or macmini.
