selling blind "loot boxes" like this is a kind of new year tradition here in japan, where retailers have been doing it for at least a century, with the oldest traceable ad dates back from the 1890s.
so it's not unusual for computer stores like yodobashi, tsukumo, pc koubou, etc. to sell "pc parts loot box" like this every new year, even waaay before this semiconductor shortage.

Desktop graphics card availability remains scarce, with almost all RTX 3000 and Radeon RX 6000 series cards still hard to come by. Amazon has started selling loot boxes in Japan, but people have a far greater chance of winning a GeForce GTX 700 series card than anything from the last five years.
