My opinion -
The numbers they published about 14 inch M1 Max and 16 inch M1 Max already take into account the High Power Mode of the 16 inch version.
How do I know? If you assume that M1 Pro GPU performs identical in both 14 and 16 inch and look at the performance improvement over their old counterparts (numbers taken from Apple's website)
14 inch GPU
M1 Max - 13.4x Intel iGPU
M1 Pro - 9.2x Intel iGPU
Max over Pro - 13.4/9.2 = 1.46
16 inch GPU
M1 Max - 2.9x AMD dGPU
M1 Pro - 1.7x AMD dGPU
Max over Pro - 2.9/1.7 = 1.71
Assuming that M1 Pro's GPU perfomance is identical in both - M1 Max GPU is faster in 16 inch version.
