Apple has continuously outpaced ARM in designing ARM cores, so early IP doesn't matter. There's no evidence that Nvidia would balloon the licensing fees, which are low in the first place. It looks like Nvidia's acquisition could be blocked anyway, but if it isn't, there will be limitations in place to appease the regulators.
Apple can put RISC-V based accelerators and ARM cores in the same chip.
