That's not how it works, it's an specific part of the GPU that handles hw acceleration for video codecs. Renoir doesn't have that, Cezenne most likely will however.
Since I can't post links, search Video Core Next on wikipedia(basically AMD's QuickSync/Nvenc).

Since Renoir uses Vega and has been on the market for a while, I don't see that happening (I doubt the hardware is there). The GPUs that support it are all new. Cezanne is also going to use Vega. Who knows, I can imagine them including it but I can just as well imagine them not including it. You might have to wait for van Gogh. Until then, you'll have to live with a decoder running on CPU.

I figured as much but was hoping it might just take a microcode update. I haven't been following codecs lately, but it looks like AV1 is becoming increasingly popular/common, so having a computer that can't hardware decode it could be a fairly major issue as far as future-proofing, i.e. if it's intended to be used more than a couple years. Software decoding will just result in heavy CPU usage, which means slowdowns and decreased battery life, and from what I've read on AV1 that looks to especially be the case with it. One of the only issues I have with my five-year-old tablet is the lack of H256/HEVC decoding, and I'd hate to have a similar issue making me want to upgrade an otherwise fine laptop in a couple years. I hate to say it, but this has me leaning toward Tiger Lake.
