You are very right about the need to bring TB3 or USB 4.0 to the laptops, especially professional laptops that rely on such technologies for docking solutions (for instance, it is a must so that docks can drive two 4K monitors at a decent refresh rate).
However, PCIe 4.0 is not a priority for most laptops, because of the higher power drain, higher heat output of devices that actually make use of PCIe 4.0 (i.e., what's the point if we had to use it at PCIe 3.0 gen 4 speeds because of thermals), and there are less use-cases where PCIe 3.0 gen 4 is a meaningful bottleneck for laptop tasks. I can see how the future may change these things, but the priority should go towards fixing the gaping shortcomings: we really need TB3 or USB 4.0, otherwise AMD will be uncompetitive in the professional market.
