The RTX 3080 won't be 80% faster than a RTX 2080Ti (for non Ti, that may apply for stock speed!). It is about 20-30% faster to a OCed 2080Ti. Also the 2080Ti has 11 instead of 10GB, although slower mem.
Considering this, the 2080Ti will still sell at 350-470 in a month or two, as it will be good value when the 3070 is sold out on that 499USD référence price. The 3080 is going at 699 USD the least, so for about 15-25% less performance, a secondhand RTX 2080Ti will seem like a good deal when priced up to 450 USD.
