So the R3 they reviewed has the 2070 - which has a TDP of 115W
& The R2 they reviewed has the 2080MQ - which has a TDP of either 80W or 90W depending on the variant - their review doesn't specify which. So the R3's GPU can top out at either 25W or 35W more GPU power than the R2, while holding temps lower on average due to reduced CPU temps.
The 2070 and 2080MQ trade blows for performance - the 2080MQ is better in some games, and the 2070 wins in others. 2070 also has a much higher (over 60% faster base) clock speed than the 2080MQ.
