This is almost certainly the sort of thing aimed at Industrial PC builders. Since mobile GPUs are (generally) lower wattage and run cooler (jokes about fried laps aside, it's true) they can be crammed into a smaller package. If you want to always know the cutting edge of SFF look to industrial PCs, every industrial buyer (seemingly) wants an i9 with a RTX 2080 Super in an IPX67 case the size of a deck of cards. Obviously, they can't have that, but if the supplier can give them something in appropriate NUC size with an i7 (U) and a RTX 2080 Super Max-Q (It has Max in the name, it must be better, right?) they will go away happy.
