Just 10-15%? More like 20-40% if you look at benchmarks. 20 series was already not much of an upgrade, but its Max-Q version is barely on par with 1080 laptop, often worse. I mean, it is hard to follow Pascal which was dare I say revolutionary for mobile gaming, but still.
And let's be honest, it's basically the old M moniker made "cooler" and to not make it look like these are cut down mobile versions, which is exactly what manufacturers are doing according to this article.
