These are going very cheap in Australia right now. What's the max ram upgrade the MB can take? I'm thinking of grabbing one and just throwing 2x 8GB sticks in it for 16GB, given the Vega graphics used shared memory.

relax guys, in my place(moscow) the prices starts at 424euro. more in dollars but i assume we are closer to eu region than to us.
1080/8/256ssd/ryzen5(yes 5)/linux for only 424euro. this thing is really cheap.

So I wonder whether the limitation is embedded into the BIOS. Like what if I buy this computer and jerry rig a Noctua big cooler onto it. Would the BIOS then limit potenial?

This huge amount of throttling makes me suspect bad contact of the cooler with the CPU. Did you check if the cooler was properly attached to the CPU? Maybe you should try to re-paste it and check the performance again.

Dell's entry-level Inspiron series is also available with AMD processors. Unfortunately, the Ryzen 3 2300U's CPU was badly restricted and unable to unleash its full potential, and Dell's cooling solution was running almost at its limit. Nevertheless, even a severely limited Ryzen can have its upsides, as our test shows.
