Funny, I was actually one of these people who was requested of Photo ID for "verification" by their customer care e-mail. This was after two or three additional e-mails from/to them. Was skeptical about this so I cancelled the order and ironically ordered a Galaxy S8.

And are they going to hold these important data according to strict security measures? Are they allowed to ask customers for this? I bet you that at least in some countries this is illegal.
Photo of an ID is very sensitive data!

After a massive privacy foul-up, Essential's Andy Rubin has issued a formal apology to customers that had their personal information emailed to other customers. Essential will provide affected individuals with a one-year subscription to LifeLock and, possibly, a free Essential Phone.
