It's an LCD, so the picture changes 24 times a second, meaning that there is no flicker, like on a CRT that displays images 24 times a second, the CRT scans through, drawing out each image so to speak, whereas the LCD is all at once. Hence LCD could have 1Hz and not hurt your eyes, except it only updates once a second.
It does this to save power, i'll explain like this, normally screens have 60Hz, meaning 60 images are generated by GPU and sent to LCD controller, which then changes the screen 60 times per second (the bits that change). When you are viewing an image, and the screen is static, there are a lot of images being generated by the GPU that are wasteful, you could save some power not generating 60 per second, but reducing to 24 would save a lot. It doesn't fall down to 1Hz, but maybe in the future when LCD controllers can do this :P
