Can I run Sim City with the Intel Graphics Media Accelerator HD?  There are no numbers or letters after the name.  Apparently that IS the name. 

Everything else about the computer meets the requirements.  It has an i5 processor @2.27GHz, 4GB of RAM, and 64-bit Windows 7, ball of which their site says are recommended.  The graphics card is the only thing I'm not sure of. 

The computer is a Toshiba Satellite L500-ST5507 that was built in 2009.

Will a i7-3630QM, GTX 670MX 3G GDDR5 with 12gb of ram be able to run this on ultra?

Yes, you should be able to run it, albeit in low-medium settings
