Fixed to make it clearer that the EPA isn't doing the testing in line with your remarks, thank you, David. The EPA says that it actually only confirms 15% of all test results :)

This is quite inaccurate. The EPA does not test vehicles for either range ratings or MPG except in very rare situations involving confirmation of reacting that are already determined by the auto manufacturers. Auto manufacturers calculate the EPA ratings themselves based on specific and detailed procedures established by the EPA. So this article is incorrect in nearly every way. Tesla controls the calculation, timing and release of the numbers and does not have any delay in waiting for the EPA to do anything.
