yeah, your guess is actually correct. The Chinese government actually sent out a notice about bootloader unlocking. I can't send a link to the notice due to me being a new user, but you can search on XDA and see a few posts mentioning the notice.
if you put the link into Google Translate, you'll see that there is a part about preventing "mobile devices" from being unlocked.

custom ROMs are... usualy usless from practical perspective (sorry to but be honest, there is always is a catch... like You cant unlock phone by mi band anymore, light sensor go crazy, VoLTE or WiFiCalling do not work or if You have to You cant use Play Store, Netflix and so on)... but thay often bring dead hardware to life, when EOL time came.
But ability to root and delete usless apps or system components (like degoogle Your phone) or simply use scripts that make Your smartphone realy smart the way You need, not the way Google or Xiaomi wont to serve You is priceless.
But it is general problem in today IT, MS in Windows 10 and even more in 11 also restricts users so they can do only this what OS manufacturers allowes them.
I guess it is time to undig good old paper notebook for data and pidgeons for comunication:)
Or migrate to new brand.

Rest assured buddy.  We Asians prefer the CCP over 1984 style corporations like Google, Microsoft, etc.

The global variants of Xiaomi smartphones will reportedly no longer allow bootloader unlocking, as the company is said to be planning to shut down the program. It's worth noting that Xiaomi has already closed the program in China.
