OP didn't even add context to what "under load" means. What software is used? Are they native to both platform? Is one actually trying to work faster or doing more work? But well....
I fail to see how it is Qualcomm fault, there are also Intel and AMD CPUs with high power consumption but somehow I never saw anyone blaming them if the laptop is unable to keep up with its specified TDP
Hell, even if Qualcomm were the only one making such laptop's CPUs, OEM can choose other CPU that fit better for such high efficiency usage
Author seemingly doesn't realize that noise and temperature are the properties of cooling system, which is plain inadequate in lenovo gen 6. One fan, no heat pipes for 65W cpu. Laptop looks inside like a bunch of quickly tossed in oem components.
