The author of the article phrased that badly or it's a wrong info, it is definitely connected via TB4 40 Gbps (but you can use 10 Gbps also if you want for some reason).

From my point of view, a full-fledged docking station should have an RJ45 port of at least 5Gbps, 3-4 USB-A, optical SPDIF In/Out and 1-2 HDMI/DP.
