Percentage doesn't matter as long as lowest score during throttling is higher.
I believe that is the OP's point: a SD8G3 performs about the same as as SD8G1 when both are throttled. It's really simple math to estimate going with the collective knowledge of the posts here.
Since throttling mainly occurs when people are gaming, look at 3dMark Wildlife Extreme scores
SD8+G1 no throttle = 2812 pts. If at 70% when throttled (4.9 W) = 1968 pts
SD8G3 no throttle = 5181 pts. If at 45% when throttled (4.8 W) = 2331 pts
So the SD8+G1 performs at about 85% of the level of the SD8G3 despite several nodes and architecture upgrades if the throttle levels are correct.
CPU scaling is terrible from SPECint for the SD8G3 compared to the SD8+G1: only 32% more performance despite consuming 86% more power.
ARM is going the wrong way. Power efficiency is getting worse with each new generation and node. Further the data shows how power efficient the Dimensity 9200 & 9300 as well as the SD8+G1 & SD8G2 really are.
