Because in other countries there is even more evil and an adequate person who loves freedom has nothing to do there if he has the opportunity to leave, especially in his youth. The majority cannot leave, not because they don't want to, but because they simply don't have the opportunity due to objective reasons - no money, no knowledge of foreign languages (and learning becomes more difficult with age), health problems (also increasing with age), the elderly family members who cannot be abandoned, lack of sufficient qualifications and competitiveness (and this indicates bad luck with the immediate environment from early childhood - some are lucky, others are not), which, coupled with ignorance of the language, only worsens the possibilities of choice.

All residents of China and especially Russia, not to mention such regimes as North Korea, are essentially slaves of their masters. China still allows you to travel freely, but this won't last long. Overall, there are many countries with different advantages, for people who want different things.
